So basically this is just a simulation and they are only there mentally. Ouga appears and disappears using particles which can be recognised as digital, and the "tests" clearly surpass normal powers that shinobi would have. As such, Ouga and his experiments cannot realistically exist in a Ninja world without anyone knowing of them.

Ouga must be a scientist or a collective of sorts which has connected all the stolen passengers to a single virtual reality. When Ouga is surprised Boruto managed to not make the wrong choice, he says that his decision will become an interesting data. It is safe to assume they won't be *badly* hurt when the trials are over, and will wake up in a facility of sorts. The guy holding the case might as well play a bigger part in this, given the case contents might be related to whatever is happening in the simulation.

I have originally though that this might be revenge plot disguised as indiscriminate crime (such as out of 20 stolen people only 1 is the target to suffer, the rest is collateral), but if they are indeed collecting data than it would be too convoluted to do that alongiside a revenge plot.

Rather it was the only logical way to conclude the whole ordeal. They would break the immersion and contradict the whole series up to date if they were to do something different.

It makes some sense considering that it doesnt even make sense dying once ''your candle is melted'' so easily. We havent even seen a jutsu like that before and he probably has more similar ''instant-death'' techniques so there is no way this must be real otherwise this ouga guy is on a god tier . However if everything is like a ''game'' and nothing happens in the end I dont think that sarada and mitsuki would be shown interefering . Probably it's something more serious

Well they are interfering with a prospect of finding the facility where Boruto and co. are contained. By "game" I meant a simulation, as in not real, but still with a certain degree of impact - what is happening will certainly be categorised as human experiments and even Orochimaru is not doing them anymore. Not a "game" where everyone is having fun and no grudge after the fact.

They should hire you for filler plot.

I'd gladly help them write something not as dull as their usual episodes, but also mild enough for the average Boruto viewer.
